Government entities are to make data on current and past expenditures and procurement available to citizens

The Digital Government Authority (DGA) required ministries and other government bodies and agencies to make data about their present and historical purchases and expenditures available to the public.

The government organisations must use digital means to make the data accessible to the public. Through the national dedicated procurement portal Etimad, they must provide information related to past, present, and future government purchases, as well as information regarding the outcomes of purchases, in addition to full contract details, including beneficiary information, the name, type, and value of the contract.

Both the national open data portal and the entity's open data website must host the data pertaining to public procurement. Etimad is a platform for financial digital services that was created by the Ministry of Finance. With the help of Etimad services, the private sector has access to government procurement opportunities and offers a one-stop shop for all government bids. Additionally, it makes it simple for the private sector to examine government project information and propose contracts.

The draft e-Participation Regulations, which aim to improve active participation and interaction of government agencies with beneficiaries by achieving enhanced transparency in all government sectors and supporting channels of communication with citizens, members of the business community, and non-profit representatives, include the mandatory directive from the DGA.

Additionally, it intends to promote beneficiary engagement and contact with government organisations, give them the tools they need to manage beneficiaries successfully and boost the use of digital government services.

The regulations also promote and support the use of e-participation tools to enhance digital services and public policies, make sure that government organisations respond to public feedback, and increase the government organisations' openness to the collaborative development of public policies.

It is significant that the Saudi government emphasised the need of constructive conversation and interactive contact between the government and citizens, business, and all other stakeholders as a necessary precondition to attaining the goals of Vision 2030. Digital involvement and engagement are accorded more weight in this context.
