Ministry of Interior announced that SR10,000 fine will be imposed on anyone who enters Makkah without a Hajj permit

The Ministry of Interior declared that from Dhul Qada 25, 1445, which is equivalent to June 2, 2024, to Dhul Hijjah 14, which is equivalent to June 20, anyone entering Makkah without a Hajj permit will be fined SR10,000. 

Anyone found in the holy cities of Makkah, the Central Haram Area, the Holy Sites of Mina, Arafat, and Muzdalifah, the Haramain train station in Rusayfah, security control centers, Hajj grouping centers, and temporary security control centers without a valid Hajj permit will face penalties. Those who disobey the rules and guidelines the ministry has set in this regard will face sanctions.

The government affirmed that anyone found to be in the designated region without a valid Hajj permission will be fined SR10,000. This includes Saudi nationals, foreign nationals, and tourists. Among the violators are expatriates who will have their passports revoked and be prohibited from entering the Kingdom for the duration of the legal prohibition. 

The Ministry of Interior made it clear that if the infraction is committed again, the fines will double. It emphasized how important it is to follow Hajj rules and guidelines so that pilgrims can easily and comfortably complete their rituals.

The ministry previously announced that anyone found carrying someone in violation of the Hajj rules and instructions faces a maximum punishment of SR50,000 and up to six months in jail. In addition, if the violating transporter is an expatriate, the penalties include deportation upon serving his jail term, paying a fine, and having his vehicle used to transport the violators confiscated by a court order. He will also be prohibited from entering the Kingdom for the duration of the legal ban. The number of offenders who received transportation will be taken into account when determining the amount of fines.

The ministry asked the public to report the violators by calling the toll-free numbers 999 in the remaining Saudi regions and 911 in the regions of Makkah, Riyadh, and the Eastern Province.
