NewsThe Ministry of Interior began enforcing fines from Sunday, June 2, against those who violated Hajj laws and regulations. Saudi citizens, foreign nationals, and who were discovered entering Makkah without a Hajj permit would be fined SR 10,000. Anyone found in the holy cities of Makkah, the Central Haram Area, the Holy Sites of Mina, Arafat, and Muzdalifah, the Haramain train station in Rusayfah, security control centres, pilgrims' grouping centres, and temporary security control centres without a valid Hajj permit will face harsh penalties.
Regardless of their nationality or legal status, people who disobey the rules and directives issued by the ministry shall face sanctions. The Ministry of Interior has made it clear that repeat offenders would face fines of up to SR100,000, which will treble. The violators who are expatriates will have their passports revoked and be prohibited from entering the Kingdom for the duration of the legal prohibition.
According to the ministry, anybody found carrying someone who has broken any of the Hajj's rules or instructions faces a maximum punishment of SR50,000 and up to six months in jail. In addition, the fine and jail time of the violating transporter, if an expat, will be served, and the vehicle used to transport the violators will be seized by a court order as part of the punishment.
The offender shall be prohibited from entering the Kingdom for the duration of the legal prohibition. The number of violators who received transportation will be taken into account when determining the additional fines. The ministry issued the order so that the Hajj pilgrims, who were beginning to arrive in Saudi Arabia from all over the world, might easily and comfortably complete their rites at the Grand Mosque in Makkah.

Transporting people who are not authorised is the responsibility of the seasonal administrative committees at the Makkah entrance ports. Those who transport Americans and foreign nationals without a valid Hajj permission will be transferred by the field control agencies and brought before the committee, which will review the infractions and impose sanctions and administrative judgements.
Hajj laws and guidelines for visitors with visit visas had been put into effect by the Public Security. A total of twenty thousand visa holders have been taken into custody. This is due to a breach of the directives, which state that visitors with any kind of visit visa are not permitted to stay in Makkah, the holy city.
The Public Security emphasised that the ability to conduct the Hajj is not granted to holders of visit visas of any kind or name. From May 23 to Dhul-Hijjah 15, or June 21, tourists to the Kingdom with any kind of visit visa were urged not to go to or stay in Makkah.
