When conducting tawaf, or the circumambulation around the Holy Kaaba, at the Grand Mosque, Umrah pilgrims are advised to fully dedicate themselves to devotion by the General Authority for the Care of the Affairs of the Grand Mosque and the Prophet’s Mosque.
"Pilgrims must dedicate themselves entirely to silently and respectfully pleading with God in silence, honour the sacredness and dignity of the Holy Kaaba, and observe proper Grand Mosque etiquette when offering tawaf. The authorities asked the pilgrims to keep their composure and peace throughout the tawaf, saying, "There should be no inappropriate behaviour on their part, such as crowding or jostling or preoccupation with photography."
According to the authorities, Umrah pilgrims are permitted to kiss the Black Stone (Al-Hajar Al-Aswad) only at periods when there isn't any congestion. They are also permitted to offer the two rak'ats of voluntary prayer following tawaf from any location within the Grand Mosque.
It advised pilgrims and worshippers to abstain from activities that may put other people in risk, such crowding and stampeding.
